Quote all-digit ids in YAML
YAML turns 1234567 into a number. Quote ids that might be all digits.

YAML reads an unquoted 1234567 as an integer, so a hex id that happens to be all digits stops being a string — and 0012345 silently loses its leading zeros.

Fix: always quote generated ids, and make the schema reject numbers with a message that says so.
